  4. 2.1. No entrance fee is required.

     

  5. Scope
  6. 3.1. Participants are required to implement a system using open source technology. The implementation should include analysis, design, development and deployment.The following components from the Open Source Community may be used:

    3.1.1. Web and/ or application server
    3.1.2. Database server
    3.1.3. Web-based database tool
    3.1.4. Versioning system
    3.1.5. LDAP server
    3.1.6. SMS gateway

    3.2. The deployment of any of the above components must not have dependencies on any commercial products.

    3.3. Any other open source technology can be used,where applicable.

    3.4. Participants must make use of software(either readymade or created by the participant), to produce a workable solution. The usage of open source software should be clearly stated in the documentation.

    3.5. Any APIs (Application Programming Interfaces) used must be non-proprietary and not belonging to any commercial product.

     

  7. Implementation Timeframe
  8. 4.1. All participants will be given approximately 3 months (March 2011 – 30 June 2011) to implement (analysis, design, development and deployment) their solutions.

     

  9. Deliverables
  10. 5.1. Deliverable Items

    5.1.1. Documentation such as project summary, design specifications, installation guide, user guide, etc.

    5.1.2. A workable system.

    5.2. Format of Project Summary

    All participants must adhere to the following format for submission.

    5.2.1. Participant details, which must include:

    • Full Name
    • I.C. Number
    • Postal address
    • Email address
    • Contact number
    • Institution Name

    5.2.2. Name of the software

    5.2.3. Goal and Objectives

    5.2.4. Abstract

    5.2.4.1. A statement identifying the problem, the establishment of the existence of the problem and the need to provide a solution to the problem, a statement of solution, and the identification of the intended audience

    5.2.4.2. A brief statement on the benefits of the solution

    5.2.5. Software license

    5.2.6. Project description

    5.2.7. Brief History (start date and current version, if any). Indicate whether this software has been entered in any other competitions/awards.

    5.2.8. Main features and functionalities.

    5.2.9. Future enhancements (if any).

    5.2.10. Proposed Activities

    5.2.10.1. An overview of the execution--how the project will be carried out--any innovative approaches, techniques, or processes used

    5.2.10.2. A cost/benefit analysis of the plan

    5.2.10.3. Innovative technologies used (if any)

    5.2.11.Benefits/Anticipated Outcomes

    5.2.11.1. An explanation of why the solution will work

    5.2.11.2. A description of the benefits of the solution for the intended audience

    5.2.12. Costs

    5.2.13. Conclusion

    5.2.14. References/Notes

    Notes:

    • Participants are to outline the issues and problems that are addressed by the proposed solution.

    • The document should clearly indicate the features of the completed system. Future expansion of features may be stated separately.

    • Teams may be comprised of one or more people, a principal contact must be indicated.

    • Implementation of the project must comply with open source best practices. For more details, please visit http://www.opensource.org.

     

  11. Submission Correspondence
  12. 6.1. Submission Closing Date: 30 June, 2011.

  13. Evaluation & Results
  14. 7.1. Evaluation of the submitted proposals will take approximately 2 weeks from the closing date.

    7.2. All submissions will be evaluated based on the following criteria:

    • Practicality
    • Creativity
    • Innovativeness
    • Effort

    7.3. Project Demonstration/ Presentation

    7.3.1. If necessary, participants might be called to present their project to the evaluation panel at SAINS' Kuching office.

    7.4. All participating entries shall be presented with a Certificate of Participation.

     

  15. Rules & Regulations
  16. 8.1. The competition is open to all students from Institutions of Higher Learning in Sarawak except for those who are employees of SAINS group of companies.

    8.2. Participants may send in more than one proposal, but only one entry will be eligible for prize consideration in the competition.

    8.3. Any software that has previously placed in any other competition is not eligible for entry in this Competition. An entry will have been deemed entered upon the receipt of the project. The Organizer does not accept any responsibility for late or lost entries due to the Internet or Postal Service. Proof of sending is not proof of receipt.

    8.4. The organizer will not pass any participant's personal details on to any other organization without permission except for the purposes of running the competition which participant has entered.

    8.5. The Organizer’s decision is final in all situations including any not covered in the rules and regulations and no correspondence will be entered into.

    8.6. The Organizer reserves the right to cancel the competition at any stage, if deemed necessary, and if circumstances arise outside of their control.

    8.7. All references, especially relating to open source products must be clearly specified within documentation.

    8.8. Any licenses adopted must adhere to at least one license recognized by the Open Software Initiative listed at http://www.opensource.org/licenses/index.php.

    8.9. Participants must not submit any unlawful, harassing, defamatory, abusive, threatening, harmful, obscene, profane, sexually oriented, racially offensive or otherwise objectionable pieces of work, or any work which infringes upon a third person's copyright.

    8.10. Winners will be contacted personally by e-mail.

    8.11. The Organizer reserves the right to select, edit and arrange the submitted projects, and to remove them from the website at any time at its sole discretion.

    8.12. All expenses incurred within the implementation cycle of the competition shall be borne by the participant. Participants will be deemed to have accepted these rules and to have agreed to be bound by them at the time of entry into this competition.
